Tom G. Palmer

Executive Vice President for International Programs at Atlas Network

Dr. Tom G. Palmer is the Executive Vice President for International Programs at Atlas Network, where he holds the George M. Yeager Chair for Advancing Liberty. He is the co-author of Development with Dignity: Self-Determination, Localization, and the End to Poverty (2022, with Matt Warner) and Institutions and Economic Development (2023, with Bryan Cheang).
Dr. Palmer is also a Senior Fellow at the Cato Institute. Previously, he served as Vice President of the Institute for Humane Studies at George Mason University. He has traveled extensively to collaborate with NGOs promoting liberal democracy and locally-led economic development, a mission he has pursued since the collapse of the USSR.
His writings have appeared in journals such as the Harvard Journal of Law and Public Policy and Foreign Policy, as well as in publications like The Wall Street Journal, The New York Times, and The Washington Post.
Dr. Palmer earned his B.A. in liberal arts from St. John’s College, his M.A. in philosophy from The Catholic University of America, and his doctorate in politics from Oxford University.
