Adrián Rubio

Lawyer & Legal Scholar

Rubio is a Spanish lawyer, university professor, and conservative political leader. A Fulbright
Scholar, he received the Leonard P. Liggio Memorial Fellowship from the Philadelphia Society
and was named Spanish Young Leader of the Iberosphere by Fundación Disenso. His work
focuses on administrative law, multilevel governance, and strategic public affairs, with emphasis
on the institutional foundations of liberty and democratic accountability.
He has advised institutions such as the European Parliament, CaixaBank, and EU Focus Group,
leading legal strategies in highly regulated sectors including banking, chemicals, agrifood, and
technology. In academia, he has taught across Europe and the United States, including at Boston
College, the Free University of Brussels, the University of Siena, and IE University. He has
received multiple awards for teaching excellence and currently serves as Academic Director of
the Law Department at Hesperides University.
Rubio holds degrees in law and philosophy (valedictorian, summa cum laude) and master’s
degrees in comparative law, European politics, and philosophy. He is completing his Ph.D. in
Law at the European University Institute in Florence. His research explores rule of law,
institutional transparency, scientific risk regulation, and the relationship between liberty and
virtue.
